Exam Fees Based on Exam Type
According to the draft document, the fees for the exams will vary depending on the type of exam taken. The most expensive exam, the Comprehensive Exam for Citizenship, will cost 5,000 rubles (approximately $83). This exam tests the applicant's knowledge of Russian language, history, culture, and law.
The Basic Exam for Residency Permit, which is less comprehensive than the Citizenship Exam, will cost 3,000 rubles (approximately $50). This exam tests the applicant's basic knowledge of Russian language and culture.
Exam Fees to Cover Administrative Costs
The Russian Education Ministry has stated that the exam fees are intended to cover the administrative costs of conducting the exams, such as the cost of developing and administering the exams, grading the exams, and issuing the certificates.
The ministry has also emphasized that the fees are not intended to be a barrier to migration. Migrants who are unable to pay the fees may be eligible for financial assistance from the government or from non-profit organizations.
