New Regulations Aim to Streamline Testing Process and Costs

The Russian Ministry of Education and Science (Минобрнауки) has established uniform rates for exams taken by migrants seeking to obtain a Russian education. The move aims to simplify the testing process and ensure transparency in pricing.

Under the new regulations, the cost of a mandatory Russian language proficiency exam has been set at 5,000 rubles (approximately US$85). This fee applies to all migrants, regardless of their country of origin or level of education.

In addition, the ministry has introduced a 3,000-ruble fee (US$50) for subject exams in mathematics, physics, chemistry, biology, and social studies. These exams are required for migrants seeking admission to Russian universities or colleges.

The new fees represent a significant increase from previous rates, which varied depending on the testing center and location. The ministry claims that the uniform rates will help ensure fairness and prevent price gouging by unscrupulous testing providers.

"By setting uniform fees, we aim to create a more transparent and equitable system for migrants seeking to study in Russia," said a ministry spokesperson. "We want to ensure that all applicants have access to affordable and high-quality testing services."

The new regulations have been met with mixed reactions from the migrant community. Some welcome the move towards standardization, while others express concerns about the increased costs.

"I think it's a good idea to have uniform fees," said Olga, a migrant from Ukraine. "It will make it easier for us to compare prices and find the best testing center."

However, another migrant from Tajikistan, who asked not to be named, expressed concerns about the financial burden posed by the new fees.

"I'm worried that many migrants will not be able to afford these exams," he said. "It's a lot of money for people who are already struggling to make ends meet."

The Russian government has stated that it is committed to providing affordable education opportunities for migrants. In addition to the uniform exam fees, the ministry has also established a scholarship program for migrant students.

The new exam fees will go into effect on September 1, 2023. Migrants who have already paid for exams under the previous system will not be required to pay the additional fees.
